Emergency Housing Assistance Grants

City of Chicago 2020 Program Overview

The City of Chicago’s Mortgage and Rental Assistance Programs offer financial relief to Chicagoans who have been impacted by the economic fallout from the outbreak of the Coronavirus. These two relief programs provide financial support to eligible Chicago households to help tackle one of their biggest monthly expenses - housing. Grants may be used for rent or mortgage payments for your primary residence.

NHS will start accepting applications from August 3rd, 12 noon and distribute available grants on a first come first served basis.

General Eligibility Requirements

To qualify, at minimum, you must:

  • Reside within the Chicago city limits.
  • Provide a government issued ID.
  • For Homeowners seeking assistance: Demonstrate your total household income was at 120% or below the Area Median Income (AMI) prior to March 1, 2020. (Refer to the table below to determine your income eligibility.)
  • For Renters seeking assistance: Demonstrate your total household income was at 60% or below the Area Median Income (AMI) prior to March 1, 2020. (Refer to the table below to determine your income eligibility.)
  • Have experienced a change in your financial status (after March 1, 2020) due to the COVID-19 crisis.
  • Must be 18 years of age or over, or be a financially independent minor.

   The income limits refer to total household income, which includes the income of all adults in the household.

Illinois Housing Development Authority (IHDA) Emergency Rental Assistance Program Overview

The IHDA developed the Emergency Rental Assistance Program (ERA) to support Illinois tenants unable to pay their rent due to a COVID-19-related loss of income. Tenants whose application is approved will receive a one-time grant of $5,000 paid directly to their landlord to cover missed rent payments beginning March 2020 and prepay payments through December 2020, or until the $5,000 is exhausted, whichever comes first. Illinois Housing Development Authority (IHDA) Emergency Mortgage Assistance Program Overview

The IHDA developed the Emergency Mortgage Assistance Program (EMA) to support Illinois homeowners unable to pay their mortgages due to a COVID-19 related loss of income. If approved, homeowners will receive a grant for up to $15,000 to cover missed mortgage payments beginning as early as March 2020 and prepay mortgage payments through December 2020, or until the $15,000 is exhausted. Not all households will receive $15,000 and an application alone is not a guarantee of assistance. Assistance will be paid directly to the mortgage servicer on the homeowner’s behalf.
